If you've ever tried to calculate the total cost of importing a car to Ghana on your own, you've probably given up halfway. Customs uses five different levies stacked on top of each other, each with its own base. This guide walks through every fee with worked examples for vehicles in three engine-size brackets.
The valuation problem
Before any duty is calculated, Customs has to value your vehicle. They do not use your auction invoice. They use the GRA Customs Valuation Database — internal reference prices for every make/model/year combination. In practice their valuation tracks within 5–8% of the actual auction price for well-known models, but can be significantly higher for rare or luxury vehicles.
The valuation is then expressed as CIF — Cost, Insurance, Freight — meaning the vehicle value plus marine insurance plus ocean freight to Tema. Every fee below is calculated on CIF.
The five fees on every car import
1. Import duty
The headline rate. Depends on engine capacity:

This sounds low. It isn't, because the next four fees are stacked on top.
2. VAT
15% of (CIF + import duty). VAT is the largest single line on most car imports.
3. National Health Insurance Levy (NHIL)
2.5% of (CIF + import duty). Funds NHIS.
4. GETFund Levy
2.5% of (CIF + import duty). Funds the Ghana Education Trust Fund.
5. ECOWAS Levy
0.5% of CIF. Funds the regional bloc.

Additional fees (not duties, but unavoidable)
Beyond the five duties, expect:
- Processing fee — 1% of CIF (paid to GRA Customs)
- Network charge — 0.4% of CIF (paid to ICUMS operator)
- ICUMS user fee — fixed $50–80 per declaration
- Terminal handling charge — $250–400 (paid to MPS or GPHA)
- Inspection fee — $80–150
- Clearing agent fee — typically 1.5–2.5% of CIF
- DVLA registration & plate — GHS 3,200–4,800
The over-age penalty
Vehicles over 10 years old at the time of import are subject to a penalty of 5% to 50% of the duty, scaled by age. This is the single most common reason first-time importers blow their budget. Always confirm the model year your customs declaration will use.
Hybrid and electric exemptions
As of the 2026 fiscal year, hybrid and fully electric vehicles get reduced duty rates (5% across all engine sizes) plus VAT exemption on the import duty portion. If you're considering a Prius, RAV4 Hybrid, or Tesla, this can be worth GHS 30,000–60,000 vs the petrol equivalent.
A simpler shortcut
For practical budgeting purposes, a rough rule of thumb:
Total taxes + clearance ≈ 38% of CIF for sub-2L vehicles, 45% of CIF for 2–3L, 55–60% of CIF for over 3L.
That gets you within ±3% of the real figure for 90% of imports.
